Perdí Mi Entrevista de SNAP: Qué Hacer en 2026

La respuesta corta es mejor de lo que dicen casi todas las páginas sobre este tema: según las reglas federales, faltar a una entrevista no termina su solicitud de SNAP. El reglamento que manda aquí lo dice sin rodeos.

SNAP lo administra su estado, pero las reglas de abajo vienen del reglamento federal que todos los estados deben seguir. Paso Uno: Llame y Diga la Frase Correcta
Haga esto antes de leer el resto de la página. Llame a su oficina estatal o local de SNAP — la página de SNAP de USA.gov en español tiene el enlace para encontrar la oficina de cada estado — y diga:
“Falté a mi entrevista programada. Me estoy comunicando dentro del plazo de procesamiento de 30 días para pedir una segunda entrevista.”
No es una frase mágica, pero cada parte hace un trabajo. “Me estoy comunicando” importa por la regla de negación. “Dentro del plazo de 30 días” importa porque es exactamente la condición que el reglamento pone a su derecho a una segunda entrevista. Y “pedir una segunda entrevista” es la acción que la regla le exige a usted.
El reglamento, en un solo párrafo, 7 CFR 273.2(e)(3):
“The State agency must notify each household that misses its interview appointment that it missed the scheduled interview and that the household is responsible for rescheduling a missed interview. If the household contacts the State agency within the 30 day application processing period, the State agency must schedule a second interview.”
“Must” (debe), no “may” (puede). Si por teléfono le dicen que tiene que empezar una solicitud nueva solo por haber faltado a una entrevista, eso no es lo que dice la regla federal, y vale la pena pedirle a la persona que revise 273.2(e)(3).
Anote la fecha y la hora de su llamada, y el nombre de quien le atendió. Si algo sale mal después, esa nota es la prueba de que usted se comunicó dentro del plazo.
La Frase Que Protege Su Fecha de Solicitud
Esta es la parte que casi todos los artículos sobre el tema se saltan, y vale dinero de verdad.
El mismo párrafo termina así:
“If the household requests a second interview during the 30-day application processing period and is determined eligible, the State agency must issue prorated benefits from the date of application.”
(Si el hogar pide una segunda entrevista durante el plazo de 30 días y resulta elegible, la agencia estatal debe emitir beneficios prorrateados desde la fecha de la solicitud.)
“Desde la fecha de la solicitud” significa su fecha original de presentación, no la fecha de la entrevista a la que sí asistió. Eso importa por otra regla, 7 CFR 273.10(a)(1)(ii): “A household’s benefit level for the initial months of certification shall be based on the day of the month it applies for benefits and the household shall receive benefits from the date of application to the end of the month” — el primer mes se paga por día, contado desde la fecha de solicitud hasta el fin del mes. Cada día entre la presentación y la aprobación es dinero que la regla dice que usted conserva.
Y su fecha de solicitud es algo fijo y documentado. 7 CFR 273.2(c)(1)(iv) dice que “the date of application is the date the application is received by the State agency”, que el estado “must document the application date on the application”, y es específico sobre las formas nuevas de solicitar: para una solicitud en línea es “the date the application is submitted, or the next business day if it is submitted after business hours”, y para una solicitud telefónica es “the date on which the household member provides verbal assent” (la fecha en que la persona da su consentimiento verbal).
La misma subsección explica por qué usted pudo solicitar antes de ser entrevistado. 273.2(c)(1)(iii) dice que un hogar “does not have to be interviewed before filing the application” y puede presentar un formulario incompleto “as long as the form contains the applicant’s name and address, and is signed”. Presentar arranca el reloj; la entrevista cierra el proceso.
El Aviso Que el Estado Le Debe

Después de que usted falta a una entrevista, el estado también tiene una tarea. “Must notify each household that misses its interview appointment that it missed the scheduled interview and that the household is responsible for rescheduling.”
Si ha buscado sobre este tema, probablemente vio la sigla NOMI — Notice of Missed Interview (Aviso de Entrevista Perdida). Aquí hay un detalle pequeño y real que casi nadie cuenta bien: esa frase exacta aparece en un solo lugar de los reglamentos de SNAP, y no es el párrafo sobre solicitudes nuevas. Es 7 CFR 273.14(b)(3)(iii), la regla de renovaciones:
“If a household misses its scheduled interview, the State agency shall send the household a Notice of Missed Interview that may be combined with the notice of denial.”
Para una solicitud nueva el deber es idéntico pero sin nombre: vive en 273.2(e)(3) y otra vez en 273.2(h)(1)(i)(D). Las agencias estatales usan “NOMI” para las dos cosas. Está bien. Lo que importa es el punto siguiente.
Si el estado nunca envió el aviso, la demora es culpa del estado, no suya. 7 CFR 273.2(h)(1)(ii) dice que las demoras por culpa de la agencia estatal “include, but are not limited to, those cases where the State agency failed to take the actions described in paragraphs (h)(1)(i) (A) through (D)” — y (D) es exactamente el párrafo de la entrevista perdida. Las consecuencias de ese cambio son grandes y están en la sección siguiente.
Si nunca le llegó una carta, dígalo expresamente y pida la fecha en que se envió el aviso y la dirección a la que fue. Los avisos se pierden en las direcciones de quienes se mudan seguido, que son buena parte de quienes solicitan.
Dos Relojes: el Día 30 y el Día 60

La promesa básica de SNAP está en 7 CFR 273.2(g)(1): el estado debe dar a los hogares elegibles la oportunidad de participar “as soon as possible, but no later than 30 calendar days following the date the application was filed”. Todo lo relacionado con una entrevista perdida se mide contra esa línea de 30 días.
Dentro de los 30 días
Reprograme, asista, entregue lo que le pidan y — si es elegible — los beneficios se prorratean desde su fecha de solicitud. No se pierde nada. Este es el resultado que usted busca con la llamada.
Hay una trampa en la mitad del plazo que conviene conocer, porque está escrita y casi nunca se explica. 7 CFR 273.2(h)(1)(i)(D):
“If the household fails to schedule a second interview, or the subsequent interview is postponed at the household’s request or cannot otherwise be rescheduled until after the 20th day but before the 30th day following the date the application was filed, the household must appear for the interview, bring verification, and register members for work by the 30th day; otherwise, the delay shall be the fault of the household.”
En palabras sencillas: si su segunda entrevista cae en el último tercio del mes — entre el día 21 y el 29 — usted tiene que hacer todo antes del día 30, no solo presentarse. Lleve sus papeles a esa entrevista. No planee mandarlos después.
El mismo párrafo cierra otras dos salidas. Si usted no se presenta a la primera entrevista y luego no programa una segunda, o pide mover la segunda más allá del día 30, “the delay shall be the fault of the household”. Y: “If the household has missed both scheduled interviews and requests another interview, any delay shall be the fault of the household”. La segunda cita es la que hay que proteger.
Pasados los 30 días: lo que cuesta la “culpa”
Si el día 30 pasa sin decisión, 7 CFR 273.2(h) dice que el estado “shall first determine the cause of the delay” (primero debe determinar la causa de la demora). Todo depende de esa conclusión.

El costo concreto de la conclusión de culpa es un mes de comida. 273.2(h)(2)(i) lo dice directo: “the household shall lose its entitlement to benefits for the month of application”, y (h)(2)(ii) lo repite: “The household is not entitled to benefits for the month of application when the delay was the fault of the household”.
Por eso importa tanto la pregunta del aviso que nunca llegó. Un estado que no le envió el aviso causó la demora según (h)(1)(ii), y entonces aplica la columna de los beneficios retroactivos.
La regla de los 60 días que nadie menciona
Este es el segundo reloj. Incluso si salió un aviso de negación el día 30, 7 CFR 273.2(h)(2)(i)(A) dice:
“if a notice of denial is sent and the household takes the required action within 60 days following the date the application was filed, the State agency shall reopen the case without requiring a new application.”
Sesenta días desde la fecha en que usted presentó la solicitud, no desde la carta de negación. “Reabrir”, no “volver a solicitar”. Si tiene una negación en la mano y han pasado menos de dos meses desde que solicitó, llame y pida que reabran su caso bajo 273.2(h)(2)(i)(A).
Un límite honesto a eso. Hay otro párrafo, 273.2(g)(3), que trata una situación distinta: un hogar que “has failed to appear for a scheduled interview and has made no subsequent contact with the State agency to express interest in pursuing the application”. Para ese hogar, el estado envía la negación el día 30 y la regla dice “The household must file a new application if it wishes to participate in the program”.
La línea que separa los dos párrafos es el contacto. El silencio lo pone en el camino de volver a solicitar; una llamada, un correo, un mensaje en el portal lo ponen en el camino de reabrir. Eso es lo más útil de esta página, y por eso “solo llame” no es un consejo vacío.
Después del día 60 la puerta se cierra: 273.2(h)(4)(iii) dice que un hogar con la culpa al final del segundo período de 30 días debe “file a new application if it wishes to participate”.
Esto No Es “Negarse a Cooperar”
Si alguien le dice que faltar a la entrevista significa que usted se negó a cooperar, el reglamento responde directo. 7 CFR 273.2(d)(1):
“For example, to be denied for refusal to cooperate, a household must refuse to be interviewed not merely failing to appear for the interview.”
(Para que se niegue por negarse a cooperar, el hogar debe negarse a ser entrevistado, no simplemente faltar a la entrevista.)
Y el párrafo agrega un desempate a su favor: “If there is any question as to whether the household has merely failed to cooperate, as opposed to refused to cooperate, the household shall not be denied”.
La diferencia no es académica. Una negación por negarse a cooperar trae una consecuencia más dura — la regla dice que ese hogar “may reapply but shall not be determined eligible until it cooperates”. Faltar a una cita es no presentarse, que es la categoría leve.
Si Era una Renovación y No una Solicitud Nueva
Casi todos los que buscan “perdí mi entrevista de SNAP” están en una de estas dos situaciones, y las reglas son de verdad distintas. Las renovaciones — la agencia las llama recertificaciones — se rigen por 7 CFR 273.14.
- El estado igual tiene que enviar el aviso y igual tiene que reprogramar. “If a household misses its scheduled interview and requests another interview, the State agency shall schedule a second interview.” Su aviso de vencimiento ya debía advertírselo: 273.14(b)(1)(ii) exige que lleve “Notice that failure to attend an interview may result in delay or denial of benefits” y “Notice that the household is responsible for rescheduling a missed interview”.
- Su reloj se mide desde el fin de su período de certificación, no desde una fecha de presentación. 273.14(e)(2): si presentó su renovación antes de que terminara el período pero luego faltó a un paso, “the household has 30 days after the end of the certification period to complete the process and have its application be treated as an application for recertification”.
- Actuar antes vale más dinero. Mismo párrafo: si actúa antes de que termine el período de certificación, el estado “must reopen the case and provide a full month’s benefits for the initial month of the new certification period”. Si actúa después de que termine, pero dentro de esos 30 días, el estado “shall reopen the case and provide benefits retroactive to the date the household takes the required action” — una fecha posterior y un primer pago más pequeño.
- Si lo único que falta son comprobantes, 273.14(b)(4) abre una vía rápida: un hogar cuya elegibilidad no se determina al final del período de certificación por el tiempo dado para entregar comprobantes faltantes recibe la oportunidad de participar “within 5 working days after the household submits the missing verification and benefits cannot be prorated”.
- No cuente con la regla de emergencia de 7 días aquí. 273.14(f): “A State agency is not required to apply the expedited service provisions of § 273.2(i) at recertification if the household applies for recertification before the end of its current certification period.”
Si Necesita Comida Esta Semana: Servicio Acelerado
Faltar a una entrevista es un problema más lento que una cocina vacía. 7 CFR 273.2(i)(1) da derecho a servicio acelerado a tres grupos:
- Hogares con menos de $150 de ingreso bruto mensual cuyos recursos líquidos — efectivo, cuenta corriente, ahorros, certificados de ahorro — no pasen de $100;
- Hogares de trabajadores agrícolas migrantes o de temporada que estén destituidos, con la misma prueba de $100;
- Hogares cuyo ingreso bruto mensual más los recursos líquidos sean menores que su renta o hipoteca más los servicios públicos.
Si está en uno de esos grupos, el estado debe poner los beneficios a su disposición “not later than the seventh calendar day following the date an application was filed”.
Dos cosas que la regla no dice. No elimina la entrevista: 273.2(i)(3)(iii) dice que el estado “shall conduct the interview (unless the household cannot be reached) and complete the application process within the expedited service standards”. Y no exige que usted tenga todos los documentos listos: la verificación distinta de su identidad puede posponerse, porque “benefits shall not be delayed beyond the delivery standards… solely because these eligibility factors have not been verified”.
Si cree que califica y nadie lo evaluó para esto, diga las palabras “expedited service” por teléfono. 273.2(i)(2) exige que los procedimientos del estado detecten a estos hogares “at the time the household requests assistance”, y (i)(3)(iv) cubre lo que pasa cuando la evaluación falló: el plazo de siete días corre entonces desde el día en que el estado descubre que usted tenía derecho.
Cómo Hacer Más Fácil la Próxima Entrevista
Las reglas de entrevistas tienen más flexibilidad de la que suelen ofrecerle.
- Lugar. 273.2(e)(1): “Interviews may be conducted at the SNAP office or other mutually acceptable location, including a household’s residence” — incluso en su casa.
- Teléfono en vez de oficina. Las entrevistas telefónicas son una opción del estado bajo 273.2(e)(2). La lista de dificultades “must include, but are not limited to, illness, transportation difficulties, care of a household member, hardships due to residency in a rural area, prolonged severe weather, or work or training hours that prevent the household from participating in an in-office interview” — enfermedad, problemas de transporte, cuidar a alguien de la casa, vivir en zona rural, mal tiempo prolongado, u horarios de trabajo o capacitación. Si cumple los criterios de su estado y pide no ir, la regla dice que el estado “must offer to the household to conduct the interview by telephone”.
- Oficina en vez de teléfono. Lo contrario está garantizado en todas partes: el estado debe “grant a face-to-face interview to any household that requests one at any time, even if the State agency has elected the option to routinely provide telephone interviews”.
- Otra persona puede hacerla. 273.2(e)(1): quien se entrevista “may be the head of household, spouse, any other responsible member of the household, or an authorized representative”, y “The applicant may bring any person he or she chooses to the interview”.
- Tiene tiempo para los papeles. 273.2(f): “The State agency must give households at least 10 days to provide required verification.”
- Ayuda en su idioma. 273.2(e)(2)(iv) exige que las agencias estatales den a los hogares con dominio limitado del inglés “bilingual personnel during the interview”. Si le hicieron la entrevista en inglés sin intérprete, eso es parte de su historia.
Si Aun Así Lo Negaron
Pida reprogramar y presente una apelación. Son dos vías separadas y usted puede usar las dos.
7 CFR 273.15(a) da derecho a una audiencia imparcial a “any household aggrieved by any action of the State agency which affects the participation”. El plazo es generoso: 273.15(g) dice que un hogar “shall be allowed to request a hearing on any action by the State agency or loss of benefits which occurred in the prior 90 days”.
Una vez que pide la audiencia, el estado también queda con un reloj encima: 60 días desde la solicitud para la decisión de una audiencia estatal según 273.15(c)(1), o 45 días para una audiencia local. Puede llevar ayuda: 273.15(f) dice que a usted debe informársele por escrito de su derecho a una audiencia y de que su caso puede ser presentado por “a household member or a representative, such as a legal counsel, a relative, a friend or other spokesperson”, y que donde exista representación legal gratuita, “the household shall also be informed of the availability of that service”.

Lo Que Decide Su Estado y lo Que No Puede Decidir
SNAP es dinero federal administrado por agencias estatales, y muchos lectores salen mal parados por tratar el procedimiento de un estado como si fuera nacional. La división:
Fijado por regla federal en todas partes: el plazo de procesamiento de 30 días; la prohibición de negar antes del día 30 por una primera entrevista perdida; el deber de avisarle y programar una segunda entrevista; el prorrateo desde la fecha de solicitud; la reapertura a los 60 días; las reglas de culpa; el plazo acelerado de 7 días; la ventana de apelación de 90 días; el mínimo de 10 días para comprobantes.
Decisión de su estado: si las entrevistas son normalmente por teléfono o en persona; sus propios criterios de dificultad más allá de la lista federal mínima; si el día 30 envía un aviso de negación o uno de caso pendiente; cómo se comunica usted con la oficina y qué tan rápido contestan; qué piden sus formularios de solicitud y de renovación.

Qué abrimos. Dónde el consejo común y el reglamento no coinciden.
- “Perdió la entrevista, así que tiene que volver a solicitar.” Es la respuesta más común en los foros y en varias de las páginas que hoy aparecen arriba en los resultados, y para la mayoría de la gente es falsa. El estado “may not deny a household’s application prior to the 30th day”, y si usted se comunica dentro de 30 días “must schedule a second interview”. Una negación que sí llegue puede deshacerse: dentro de los 60 días de su fecha de presentación el estado “shall reopen the case without requiring a new application”. Sí existe un camino de volver a solicitar — 273.2(g)(3), para el hogar que no tuvo “no subsequent contact” — y lo que lo mantiene fuera de él es comunicarse.
- “Su fecha de solicitud se reinicia.” El reglamento dice lo contrario en el caso ordinario: una segunda entrevista dentro de los 30 días, más una decisión de elegibilidad, significa “prorated benefits from the date of application”.
- “NOMI es el nombre federal estándar del aviso.” La frase “Notice of Missed Interview” aparece en exactamente un reglamento de SNAP, 273.14(b)(3)(iii), y ese párrafo trata de renovaciones. El deber idéntico para una solicitud nueva está en 273.2(e)(3) y 273.2(h)(1)(i)(D), sin nombre. Lo comprobamos buscando la frase en el texto completo de 273.2: no está ahí.
- “Faltar a la entrevista cuenta como negarse a cooperar.” 273.2(d)(1) dice lo contrario con todas sus letras: un hogar “must refuse to be interviewed not merely failing to appear for the interview”.
- “Una entrevista perdida siempre es culpa suya.” No, si el estado se saltó su propio paso. 273.2(h)(1)(ii) convierte la falta de envío del aviso en una demora causada por el estado, lo que cambia el resultado de “benefits only from the month following the month of application” a “benefits retroactive to the month of application”.

- No afirmamos nada sobre exenciones temporales (waivers). Los estados han operado a veces bajo exenciones federales temporales que afectan las entrevistas. No leímos ninguna lista de exenciones, porque las páginas de FNS que las publican son justamente las que no podemos abrir. Pregunte a su agencia estatal si algo temporal le aplica.
- No podemos decirle nada sobre su caso. No sabemos su fecha de presentación, qué aviso se envió ni qué anotó su trabajador social. Los números de arriba son el piso federal, no un pronóstico.

La regla federal es muy clara: "The State agency may not deny a household's application prior to the 30th day after application if the household fails to appear for the first scheduled interview" (7 CFR 273.2(e)(3)) — el estado no puede negar su solicitud antes del día 30 por haber faltado a la primera entrevista. ¿Tengo que empezar de nuevo con otra solicitud?
No, si actúa dentro de los 30 días. La regla dice que si usted pide una segunda entrevista durante el plazo de 30 días y resulta elegible, "the State agency must issue prorated benefits from the date of application" — los beneficios se prorratean desde su fecha de solicitud original. Y si su caso fue negado pero usted toma la acción requerida dentro de los 60 días siguientes a la fecha en que presentó la solicitud, 7 CFR 273.2(h)(2)(i)(A) dice que el estado "shall reopen the case without requiring a new application" (debe reabrir el caso sin exigir una nueva solicitud). ¿Qué es un Notice of Missed Interview (NOMI)?
Es la carta que el estado tiene que enviarle después de que usted falta a una entrevista. La frase exacta "Notice of Missed Interview" aparece en un solo lugar de los reglamentos de SNAP: 7 CFR 273.14(b)(3)(iii), que trata de las renovaciones, y que dice que el estado "shall send the household a Notice of Missed Interview that may be combined with the notice of denial". Para una solicitud nueva existe el mismo deber, pero sin nombre: 273.2(e)(3) dice que el estado "must notify each household that misses its interview appointment that it missed the scheduled interview and that the household is responsible for rescheduling a missed interview". En ambos casos: enviar el aviso es tarea del estado, volver a llamar es tarea suya.
¿Y si nunca recibí el aviso?
Eso importa mucho, y casi nadie lo sabe. 7 CFR 273.2(h)(1)(ii) dice que las demoras por culpa de la agencia estatal "include, but are not limited to, those cases where the State agency failed to take the actions described in paragraphs (h)(1)(i) (A) through (D)" — y el párrafo (D) es justamente el que exige el aviso de entrevista perdida y la segunda entrevista. Cuando la demora es culpa del estado, 273.2(h)(3)(i) dice que "shall not deny the application" (no debe negar la solicitud) y (h)(3)(ii) dice que un hogar elegible tiene derecho a "benefits retroactive to the month of application" (beneficios retroactivos al mes de la solicitud). ¿Cuánto tiempo tengo para reprogramar una entrevista perdida de SNAP?
El reglamento le da dos plazos distintos que hacen cosas distintas. Si reprograma y termina dentro del plazo de 30 días y es elegible, los beneficios se prorratean desde su fecha de solicitud. Si se pasa de ahí, 273.2(h)(2)(i) dice que el hogar "shall lose its entitlement to benefits for the month of application" (pierde el derecho al mes de la solicitud), pero el estado debe darle "an additional 30 days to take the required action" — un límite exterior de 60 días contados desde que presentó la solicitud. Hay además una trampa en el medio: 273.2(h)(1)(i)(D) dice que si la segunda entrevista cae después del día 20 pero antes del día 30, usted debe presentarse, llevar sus comprobantes y registrarse para trabajo antes del día 30, "otherwise, the delay shall be the fault of the household".
Perdí la entrevista de mi renovación, no de una solicitud nueva. ¿Es distinto?
Sí, y el plazo se mide desde otro punto. Las renovaciones (recertificaciones) se rigen por 7 CFR 273.14. Si presentó su renovación antes de que terminara su período de certificación pero después faltó a un paso, 273.14(e)(2) dice que "the household has 30 days after the end of the certification period to complete the process and have its application be treated as an application for recertification". Si toma la acción requerida antes de que termine el período, el estado "must reopen the case and provide a full month's benefits" para el primer mes del nuevo período; si la toma después de que termine pero dentro de esos 30 días, el estado "shall reopen the case and provide benefits retroactive to the date the household takes the required action" — una fecha posterior, o sea menos dinero. ¿Puedo pedir entrevista por teléfono en vez de ir a la oficina?
Sí, y en ciertos casos el estado tiene que ofrecérsela. 7 CFR 273.2(e)(2) permite que el estado use entrevistas telefónicas para todos, para ciertos grupos, o caso por caso por dificultad, y dice que la lista de dificultades "must include, but are not limited to, illness, transportation difficulties, care of a household member, hardships due to residency in a rural area, prolonged severe weather, or work or training hours that prevent the household from participating in an in-office interview". Si usted cumple los criterios del estado y pide no ir a la oficina, la regla dice que el estado "must offer to the household to conduct the interview by telephone". Lo contrario también está protegido: el estado debe "grant a face-to-face interview to any household that requests one at any time". Me negaron por faltar a la entrevista. ¿Puedo apelar?
Sí. 7 CFR 273.15(a) da derecho a una audiencia imparcial a "any household aggrieved by any action of the State agency which affects the participation" — cualquier hogar afectado por una acción del estado. Y 273.15(g) dice que usted puede pedir una audiencia sobre cualquier acción "which occurred in the prior 90 days" (ocurrida en los 90 días anteriores).
